Glenn Meeks has developed a new “systems thinking” strategic planning process for Educational Organizations called SCL (student-centered learning) Roadmap – AASA published a book on the process in October of 2014.

HIGHLIGHTS
Project 1 – Air Cargo Division Digital Transformation
$3 billion air cargo division within $40 billion passenger air service organization embarked on a $100 million digital transformation to create a digital management and client information system for their air freight business. Part 1 of the transformation was abandoned after one year and the second effort was one half year behind schedule and double the revised cost estimate without a clear completion date in sight. MPS was tasked to become familiar with operations and conduct interviews with project staff and division management to identify any corporate culture, processes, or personnel causing project derailment.
· Successfully identified causes for disconnect:
o Corporate culture issue that Project Management Office did not have any protocols regarding project management methodology; therefore, project managers use a helter-skelter approach purely dependent on their personal organizational skills.
o Extreme complexity requiring backward compatibility with a legacy freight management program based on old Unix software which can only batch data overnight (no real-time capacity).
o Division manager in charge of initiative had no knowledge of what a good program or project management approach should look like.
· Developed recovery plan
o Near term plan had MPS assist in developing protocol for project management with milestones and monitoring progress and compliance.
o Developed mid term plan to collaboratively develop multiple project management protocols for various types of projects. Developed training program for management and MPS was slated to monitor compliance of new protocols for multiple years.
NOTE: Program and all contracts were terminated with advent of Covid-19 pandemic and closing of borders.
Project 2 – Digital Convergence for Multi-Story Multi-Tenant Facility
Digital convergence for advanced, mixed use, multi-story “Energy Positive” facility comprised of parking decks, commercial lease space, and a 660 student charter school.
§ State-of-the-art user interface uses a smart device/phone as the primary tenant/visitor interface
§ Private Cloud based phone app as user interface and part of the facility “brand”
§ Project includes metered, controlled, and directive parking system without control arms or toll booths

Project 3 – Large K-12 School DIstrict
Strategic planning initiative utilizing Meeks SCL Roadmap process
§ Utilized strategic planning process to align school district “Vision of Learning” with $480 million construction bond program affecting 55,000 students and 15,000 staff members.
§ Identified and prioritized 22 issues which stakeholders view as hindering growth of SCL instructional practices
§ Developed goals, strategies, and costs for addressing issues. Within six months district resolved or took action on:
